Any way you can change the dim style fit option distance?

I wonder if you can change the distance for the leader with text so the leader don't touch the other dimension. also if i can make the dimension from top and bottom have the same distance.

DIMGAP affects the amount of offset there [when you don't reposition the text manually].  Why it comes out differently when above from when below, I don't know, but I think it does not if you have the text vertically centered on the dimension line, rather than above it.
