Any lisp routines for aligning two architectural plans that don't fit?

I know it's a long shot, but I have an architect's drawing here (produced by the same architect in the same drawing, no less), and it has several plan views: existing site, proposed site, building plan on-site with levels etc.
I want to merely align the building plan with levels, to their proposed site plan, but the building doesn't quite fit. Probably a result of pulling around, scaling in one direction etc.
is there any routine for attempting to force alignment between two layouts, even if it's just a best fit? I know it's a long shot, but aligning two drawings that don't fit is always a pain, a opain exacerbated by the fact that it *almost* fits
