I'm not sure what you're referring to. I opened a empty, no template new metric template. The 1:25 scale was in there by default. A view at that scale was put onto a sheet with a default OOTB Autodesk title block and the scale appeared without issue.
I even tried a custom scale, setting it to 1:22 and that appeared correctly as well.
