Remove one previous version of the file

When contractors/consultants resubmit resubmissions, they may upload incorrect files to replace previous files that make it from V1 to V2 then, after they upload the correct one which makes V2 to V3. However, V2 of the file cannot be deleted. This creates lots of useless information on CDE and confuses. If I delete the file, the record of V1 will be lost such as review status, transmitted date, and upload date. It is good to be able to remove one previous version of files.

Agreed.

I would only ever want to delete the latest version of an uploaded file.  And it's often needed when something small is noticed just after it's uploaded, but it's a significant thing.

I would say only a Project Admin should be able to do this and that if the file has been transmitted or revised by a new version, then the "bad" version should not be able to be deleted.
