Issues Permissions

I have a client that wants to be able have more control over permissions in the Issues tool. Right now, everyone in a project has the ability to create new issues (albeit only for their company), and the lowest level of default permissions. My client would like to turn off permissions all together for Issues by individual user or role. Seems easy enough. Thanks for your consideration.

FOLLOW UP: 

The descriptions for each permission level never mention "Create" which is a bit confusing even though we all know by default all members can create issues. If the Create permission were an option to be turned off, updating the permission descriptions would also be helpful.
