When creating templates from the account library and adding them to a project, the form becomes locked and can no longer be edited. This limitation removes the ability to predefine a required issue type for a question. Since issue types are project-specific and cannot be selected from the library, there is no alternative way to assign them within the template. As a result, the usefulness of library templates is significantly reduced in certain cases.
To address this, there should be an option to disconnect a form from the library once it's added to a project. This would allow users to continue editing the form within the project context—adjusting and specifying it further—without having to recreate the entire form from scratch for each new project. The library template would then serve as a base, containing most of the time-consuming foundational work, which could be refined per project as needed.
