I have the same problem and am using a Wacom Intuos Pro. I think you are correct that this is related to Wacom. In general, 3dsmax 2016 seems to make my tablet feel laggy especially when switching to other apps with 3dsmax running.
After closing max, I am using a batch file to kill the 3dsmax.exe process to stop the error messages.
killmax.bat
taskkill /F /IM 3dsmax.exe
The irony is I would not want to use the wacom for left hand navigation anyway as I use Space Pilot for viewport navigation.
But... I do need the wacom running at the same time, Zbrushing and Gozing to 3ds max not so fun with these errors cluttering up

Wacom Intuos Pro with latest driver I could find: 6.3.11-4a
I get the same error message every time I close max. The error repeats until I force close the 3dsmax.exe process.
I DO NOT get the error message when I use max but DON'T touch use the tablet with 3dsmax (my tablet is always plugged in). Normally I use my tablet as my mouse. I have the touch features of my tablet disabled at all times.
I DO use a KVM switch to jump between different computers, probably not related but adding it as a data point.

I get the same error when closing 3ds Max 2016. Tried a reinstall twice and cleared out the registry entries, reboot etc. The error does go away when I remove my Wacom as mentioned abobe (didn't think of that until I read it here).

I get the same error with Max 2016 regularly too! Mostly after I exit Max and start it again. I don't have a tablet. Please check the attached screenshot:

I am running win7 64bit on an SSD with 6 gig ram. Running 3DS Max 2016. My Graphics card is GTX680 4 gig ram. I have wacom cintiq 24HD touch (model DTH 2400/K) and 3dconnection space pilot pro attached. All drivers are most recent.
I saw this error when I tried to set up 2016 to run all the plugins that I have in 2015. In my case, the error was one of these plugins: nPower Power Nurbs or one of and/or all of Afterworks plugins (Fume, Afterburn, etc). I manually added them to Max 2016 and was seeing this error. When I removed them from my plugins folder, the error went away. This isn't necessarily related to others seeing the error, but it may be helpful for the devs. I was just tinkering. (And so no one feels that the plugins are poor, it must be pointed out that I was just copying files from the plugins folder which might not be the entire installation needed for any of these plugins... and I did this before the plugins have been officially green-lighted for 2016.)

Think this results in another the problem:
I start max and can't confirm the "open dialogs" like "other system unit" or "other gamma"... It's freeze.
Then i look into taskmanager and see there is another 3dsmax.exe... But this it the old closed one. So i kill the process and then comes the "Visual C++ Runtime Library Runtime Error"

I checked and here's a quick update:
This one is still under investigation, actually further along in testing.
Fix is still in the works, soon but no exact date set yet.
Sorry for any generic answers, that's about all I have now.
Good news is we're closer to a final fix , just need to be sure its not affecting other things.

It seems that this is the default response to all reported bugs.
This is why i love OpenSource development. Then you can really see what's happens, while AD is a black-box.
However, i found another bug that's related to this:
Sometimes i can't confirm the "File Load: Gamma & LUT Settings Mismatch" dialog on max 2016 startup. I see the dialog but can't click on "OK", because the whole max GUI is freezed.
This happens if there was a old "3dsmax.exe" process ended, but runs invisible because of the "Visual C++ Runtime Library Runtime Error"... Works-a-round:
This is how it is in win10.
This time you can simply dismiss the error window without needing to task manager end task.
