What is the most efficient way to select layers?
I have attached a picture of how I select layers.
The first way is to input the layer name in the command line. This has a bit of a delay. And somehow, when I leave the command line open, CAD slows down.
The second way is to always have the layer window open and press alt+c after selecting the layer.

Do you know a better way than this?
If there is a simple, visually effective way to select easily, please let me know. If you have any lisp, please share it.

...to make it current?

IMHO, the command line is the best. Adjust the setting to reduce the delay.

Perhaps the layer popup list in either as part of the toolbar or the quick access

Assuming you mean to set the Layer current [not to select objects drawn on it], there's the Layer pull-down in the ribbon:

1) are you using a single monitor, or two or more?
2) Is your LAYER palette docked and set to auto-hide?
3) Are you aware of how CLAYER command works (you can abbreviate it)?
4) Do you have objects to select on screen to jump between layers?
