Change the attributes of autocad dxf file

Hi,

We are developing a software in which we have a common design, what i want is to copy the design and change size of the objects in it like line length, rectangle size etc. programatically. Can you help me out how can i do it?

your knowledge about DXF files is? 

You wrote nothing about that, so it is zero?

Which API do you want to use? .NET? C++?

Do want to write your own function library or do you want to use other existing librarys?
