Best way to Fill template datablock with new client data from remote db

I'm not sure the best strategy to automate filling out the new clients information on my titleblock/template. I've read threads saying to use scriptfiles, diesel, lisp, and fields, attributes, rtext, propulate.... I don't know the best direction.. I don't know how to modify these field values via command promp to make a scriptfile effective... some say to add the data into a file and reference the file w the field, but that'd mean building several files w/ string values for this..

 

The data I have is stored remotely in a database. The desired effect is for the server to take in a new job (client name address phone# and system) and build a scriptfile that I can download and use on my templates, thus starting the cad work faster. The problem is I do not know the command-line route to modifying/editing fields so I do not know how to automate editing these constantly edited dtexts. At this point I am relying on RTEXT and 3 additional files.. lame.. AutoCAD must have a better solution. Please help me understand how to streamline this issue, as it's common and I couldn't find the right solution via google.

 

Isnt there a way to point key="values" (or a selection of text) from a text/xml file and into fields completely by commandline??
