Adding text to polyline LISP

Does anyone know of a lisp to do something like this??

 

Label multiple 2d or lwpolylines to with aligned readable text at intervals.

A path array (exploded) works but I'd like to label ALL polylines at once.

i know a linetype is the best answer but I dont make the rules!

We just used color for special linetypes like Gas and Electricity were colored RED as they can kill you, Water was Blue just got wet, Telecommunications was orange, Sewer was brown. Vegetation edges were green. The red color stood out on the hard copy prints.
