For testing and QA environments they should not consume a production license or have their own development license. This could be an added benefit for customers who maintain subscriptions or maintenance plans.
Within the test and QA environment we verify Windows updates/patches and other third party software updates will not break Vault. However it does pull a license when testing and although has not been an issue yet, I foresee it becoming an issue in the future.
