Change order documentation, properties, routing, etc, is buried into the Vault implementation, such that only high level admins can modify things. In multi-vault companies, this can lead to things that will never get changed to accommodate individual vaults and how each team uses it. It seems archaic that product line, reason for change, etc are so deep in the control scheme that they never get changed.
