Make Data Transfer Utility (DTU) a part of Vault Server installarion

The DTU has been around for some time and is still delivered via the PSP2Vault-Projekt in Fusion Team.

Meanwhile, most PSP-Installations should have entered their earned retirement, but DTU is still used and needed to export and import bulk data from/into Vault-Environments.

Idea:

- DTU should be considered a part of the Vault Server and therefore be a part of the installation

- Any compatibility issue with a new Vault-Update should be considered and a new release of DTU should be delivered with the Server-Update
