Disable/Restrict "Send File"

I would like to find a way to disable or restrict "Send File" but perhaps still allow "Send Link". This way we could make sure that there are no files being sent to people outside the company either on purpose or by accident. It would greatly ease the anxiety of such an easy window into sending sensitive documents controlled through the Vault.

I love this idea.  It would be nice to have this configured to be controlled in all three of the following ways:

1.  As a separate role permission that can be assigned to users and/or groups

2.  At the folder/sub-folder level through controlling folder security (i.e. read/modify/delete/ (and now send)

3.  With only permitted lifecycle states (similar to prohibiting a transition without required properties).
