Greetings.
Disable "Exclude button" if file is not a drawing - Copy Design.
Currently "Exclude button" can be used on all files, but has no impact, if it is not a drawing. It only confuses users.
Autodesk's official statement (on link below) about this is: "This action can only be used on parent documentation files. If this is set on any other file in the structure, that file will be reused during the copy operation."
