I think it could be very helpful to let the system apply the defined Category-Rules at each file-CheckIn operation.
this in turn should apply Category and assigned LifeCycle as it already does for the very first CheckIn (file creation).
Maybe an additional Administrative option like the already existing: "Apply rules on object creation" could be: "Apply rules on every object version creation".
In this way you could drive the Category and the LifeCycle of an object through one or more iProperty values without the need to interact with Vault API to force an update and obtain the same behaviour.
