Cannot Change State of Part File

I have ran into this problem a quite a bit recently and it is only when I am working with custom content center parts from inventor. When I am on the vault, if I try to change the state of one of these parts from released to work in progress, it will not work. It shows me the option to change to work in progress  but it will not change the parts state. I am assuming that it is a setting that got changed by accident but I am not sure. Any help would be greatly appreciated. See attached image below.

Based on your comment that this used to work, I am wondering if someone changed permissions on released files.  In the attached picture I can see that the file is locked and in a released state.  Please see if you have "modify" permissions on a released file for that life cycle?

Probably the easiest way to do this is to select the file itself and do a right mouse button on it and select "details".  In the "Details" dialog select "Effective Access" followed clicking the icon with the plus in the upper right corner.  Now add yourself and click OK.  It will tell you permissions.

Here is the long way of finding out.  I am going to leave it here though since this is where you would go to modify the permissions (assuming you are an administrator):

From the main inside Vault Explorer, select "Tools" followed by "Administration" followed by "Vault Settings.  You should now be in the "Vault Settings" dialog.  Now select the "Behaviors" tab followed by the "Lifecycles..." button.  In the "Lifecycle Definitions" dialog, locate "SRI Engineering Release Pr..".   Now click "Released" in the lower left area.  Once that is selected, click the "Security" tab in the lower right area.  At this point, it depends on how the system is set up to find your username / group and the respective permissions.

I am not an admin so I couldnt see this, but I did check with my boss who is and he is allowed to release and do all that. But for some reason these modified content center parts restrict you from changing the state no matter if you are an admin or not. I can change the state of every part but these specific ones.

Is it possible to get a picture of the security that is set up on the lifecycle?  There might be a transition security as well which is in the same dialog.  We would want to see the transition from Release to Work In Progress.  It is odd that your boss is having the same problem.

Do you want a picture of just the general security on all life cycles (from the previous response)? Or is there a way to show the specific security to that part?

My account (G07552) is not an admin account, but even though both of my bosses accounts are admins they still seem to have the same privileges.

I tried various situations and I am unable to get into the state that you are in.  When I blocked the transition from Release to Work In Progress, the "Work In Progress" option does not appear like it does in your original post.  I had no issues transitioning out of the "Release" to "Work In Progress" state even without permissions to modify the "Release" state nor the "Work In Progress" state.  I would open a support case since they might see something that I am missing.  They might ask you to export the configuration file for the vault.  To do that you will need to go into the ADMS Console and select the vault with the issue.  Once you do that, right mouse button click and select "Export Configuration...".
