Ability for users to create a new item version (web only) even if the selected item has a released or released_external parent - Effective date BOM example E. This would create a virtual structure and new item version would not have a project relationship (this is not directly effective date related)
We cannot change as saved BOM structure for released items, the user is required to create a new dev item but we should allow user to do it on any released structure level. By creating a new dev item, the user is not placing that item on any project and it is showing only in the latest working or effective date BOM.
