Create a grouping item that engineering can use to group items under a project. Items can be used today but are under change control. The item type needs to visable to all users with access to any project that grouping item is used on. Should be able to add and subtract items from this "new type of parent object" without change control just like the projects. Data organization is a key need, I think many of your customers will find it useful.
