Allow removal of child items even if they have a lock in Webapp
If the parent is in Development status and not checked out, and if a child item has a lock on it, users should be allowed to remove the item from the parent's ebom in Webapp. Right now, it gives the error "Remove action is only allowed for Development items which are not locked."
