Where can I find it? It's Different from the code.

The 2015 and 2016 Interim Revisions made significant changes to the LRFD 7 design calculations. These were included in the ASBD 2017 update which you are using.

The formula you posted was revised in the 2015 Interim Revisions to LRFD 7. The revised formula is shown below:
