Transforming selection on multiple layers

Hello, I have seen a couple of posts on this issue but neither had a solution so I'd like to ask again.

 

I am trying to scale a selected area on multiple layers. However after I shift+select the layers I want to transform and then select the area, the cursor changes to a black circle with a line through it indicating that I can't transform the layers. If I select the entire layers and not a selection, then I can transform multiple layers but I don't seem to be able to transform just a certain selection. The transform tool also works if I only have one layer selected. 

I don't have any locked layers or text layers at all so I am very confused as to why this isn't working.

 

I am using windows 10 on a surface pro 7.

Thank you for the reply, I did try the copy merged. The only problem is that once you paste it, everything is on the same layer instead of the separate layers they started out on. This causes an issue when I have line art on one layer and color/shading on other layers. I still want to be able to edit these layers individually after transforming them, but the copy merged puts them all on one layer. Does that make sense? I still haven't found a way to do this so it may just not be a feature.
