The color picker simply doesn’t work whatsoever

I have tested this with an iPad Pro 1st gen (9.7 with 13.3) with an Apple Pencil and I can't reproduce the issue.  Can you confirm the model number that you have and what type of stylus you are using?   i.e. Apple Pencil

Can you restore SketchBook to default as well.  This can be done via:  Settings > SketchBook (scroll down) > Restore Preferences.

I have the same issue ... could have made the same film clip.  I am using Apple Pencil 1 and 6th gen IPad.  Also tried it with just my finger ... Apple Pencil disconnected.  This is a huge problem.
