Locking Layer doesn't work on a specific layer

So I have 2 layers:  the hair and the face and both are in a group. I locked them both so I can colors the lines blue. The hair layer is fine but the face layer is not. The lines are blue but the white area around them are also blue and some areas are still white. This is the first time I've gotten this kind of error. What should I do to fix this and/or prevent this from happening again?

Locking Layer doesn't work on a specific layer

Layer Lock is a tricky feature and it's not really a LOCKING of the layer.  I have include a sample workflow below.  It is hard to figure out what you did incorrectly but I am hoping the basics will help you out.  The video includes, Layer Lock, Lock Transparency and Rasterizing Text.
