Member Snapping problems

I have a very simple structure in Robot. I added in a few levels  and axis definitions for x, y an z.  I added members until the second gridline (z direction).  When I try to snap to gridlines above 2 (3 and 4), it does not snap to it.  (see the attached pictures).  It does not matter how I try to connect the member, it would not snap to level 3 and 4.

Any suggestion?

Select any of the planes (XY , XZ , YZ)  and see if it works on them instead of 3d
