While waiting for version 2019, do you think that the version 2018 of Revit Extensions for Revit 2018 can be used on version 2019.

I save in a folder C:\ProgramData\Autodesk\Revit\Addins\2019This looks like when you open the application

This is due to missing dll file.what is your end goal?! To model rebar?! If so please downlod the latest rebar extension from symetry naviate website.it is a free addin. You can search in google as naviate REX.
