I don't know is it intentional change but in R2019 you could select either At Grids or At Columns and it was easy and quick to model pile caps (Isolated Foundation).
But in R2020 you can only select Face or Work Plane.
Why this has changed this way? And if the pile caps are still connected with the column should there be some kind of parameter for that. Now it is impossible to identify what is constrained with column and what is not.
Really annoying if autodesk is removing existing "tools" from Revit without letting us to know.

it works fine when i select it Isolated option. are you sure your using a Structural Foundation family?

@KIMRAMFI You need to change the family type for sure. @Ahmed_Muharram and @hmunsell are correct.

I am using the same family in both R2019 and R2020. The family category is Structural Foundation, should it be something else?

The behavior you are experiencing is due to a setting in the family - Workplane Based. When checked, it needs to be placed on a workplane or face.
So, just uncheck that option and reload the family and you should be good to go
It worked like a charm. Wondering why it is turned on when updating the model.
That is a general family parameter, not specific to structural foundations.
Some other change in the behavior of families may have triggered this, but I don't know for sure.
