I have problem with moving rebars closer to rebar cover with tool "move", so I want to fix it with constraints but when I am in section view, tool :Edit Constraints: is inactive. I use "Number with Spacing" option for Layout. Why is that tool inactive?

Can you have a look at the reveal constraints, if there is something set here? (see picture below how to activate)
If so, you can change this (see this link).
