you have 2 options either;
Rotating Project North
Open a Plan View: Start by opening a plan view where you want to rotate the project.
Check Orientation: Ensure that the Orientation property for the view is set to Project North in the Properties palette.
Access the Rotate Tool: Go to the Manage tab, then click on the Project Location panel and select Position > Rotate Project North.
Set Rotation Options: In the Rotate Project dialog, you can choose to maintain text note orientation during rotation. Select the desired angle of rotation and choose a reference line or plane for the rotation.

Rotating the Entire Model
Select Elements: Open a 3D view and select all elements you wish to rotate. If you want to rotate the entire model, consider grouping the elements first.
Create a Group: Click on Create Group after selecting the elements. This allows you to manage them as a single entity.
Return to Plan View: Navigate back to the floor plan view, select the group, and then use the Rotate tool to rotate the group as needed.
- Ungroup After Rotation: Once the rotation is complete, you can ungroup the elements if necessary.
