Visibility of tags
I think the closest you can get is to have different types in one tag family and for each type control visibility of labels with yes/no parameters.
As far as I know it can only be done by type, not by instance.
tags are view specific. like @iainsavage suggests, make different Types in the same tag and tag the pipe using the appropriate tag for that view. you can use the Tags... button in the options bar to specify the default Tag Type to use.
I'm currently in an Architectural file so this an example using Rooms, but the same princeable applies to any family tag.

Meantime (because they might never take notice or change anything) if you want to change all of the tags in a view you could select a tag in a view, select all instances in view then change the type en masse.
You can also swap the default tag type in Annotate > Tag > Loaded Tags & Symbols before placing tags in each view.

if their different Types of the same Duct Tag. You can select one, right click and say Select All Instances > Visible In View and then swop out the Tag Type being used.

I kind of see what you mean similar to sub-categories for detail lines. It could be beneficial to apply this functionality to tags that could be switched off within view templates.
That said, there is a lack of control with annotations, no filter categories available etc. What IainSavage has stated is something that is workable today. The tick box shown in the image above can be mapped to your properties of the tag with a function to turn off size, flow, whatever you assign to a yes/no parameter. As tags are view dependent, one view could have the information you need. Then duplicated with details but merely switch the tag over. Its what the majority of us are having to do. What you are requesting isnt a unique process, its just the workflow that you want to be different and as you put, its not currently available but can be added to the idea's forum.
if I understand correctly, you would have multiple tags tagging the same pipe in the view and then control which is visible based on turn on/off the subcategories of the Pipe Tag?
