Revit Tags are moving and clashing each other on Reloading the linked files

All my tags are collapsing and colliding with each other when another local user synchronizes and I myself reload the latest.

see the images for the reference

 

It is challenging when an urgent submission comes, and when you reload the latest, It takes more than an hour to set a plan view all my tags are behaving weird, but texts are very much okay . They don't move an inch.

When it comes to tags(not all, but the majority of them), all are placed at random points, and it affects the neatness of the drawing

I use the attached end method, but both free and attached are moving on some random reload latest

Maybe a basic question, but have you tried Pinning the tags?

The tag can move if their hosts move. If you tag before the modeling is done, you can expect rework.

Thanks for the reply. Yes, I tried pinning the tag, still acting the same. The thing is it's happening only at some reloads at the 'Manage link' not every reload.
And I should mention multiple users are working at the same time on the same file

Yes sir appreciate the answer. The tags could follow the host movement, but only at a considerable distance, right? As i mentioned in the image, all tags are suddnly behaving like its so compressed over the building on a reload(not reload latest, but Manage link reload)

NB:My host is in another linked file, and I am handling the DOC file as the parent central file

It doesn't matter how far the host moves. Are you tagging before the model is done?

Is there a reason you're using the reload from manage links vs reload latest?

Yes. Because my Doc file and model file are different, to reflect the changes in the model to the Doc file, I need to go for 'manage link reload'.
and multiple users are working on the modifications that need to be done with the model file.

Not exactly, but Model and tagging are almost done one after another, I am currently in revision 1 stage, so I need to work back on the model file, so in the DOC file

Unless you never have revisions after a submittal date, there's no possible way to wait until a model is completely "done" (i.e - after construction is complete and record drawings are completed) before tagging.

Come on, be reasonable here. You know that is not what I meant. I think we all know that I meant substantially done. My point is that if the design is still being worked on and annotation is happening on items that are not "finished", it is expected that there will be rework on the annotation such as the OP is exhibiting with tag movement.
