Problem to create local file

I am facing an issue with my Revit software 2018, 2017, 2016 & 2015 as well and to overcome this I tried to re-install the whole software package. 

 

the problem is that all the Revit users in the office are able to open their central files simply by using the option "create new local" command that appears on the screen however on my machine this option doesn't allow you to opt that option(fades out / we can say unfocused). image attached for more clarification.

I would say that the file you have has not been created as a central file yet. Until you do this you cannot create a local copy.

 

Go to the Collaborate tab and select the collaborate button.

Check your local folder see if it exists and you have the right to write to it. Switch to another folder and see if it makes any difference.

Are you possibly using a Revit 2018, to try and open a Revit 2017? If you try to open an older version, even though it may be a central file. You cannot create a local copy unless it is of the same version. If you try to open a R17 project in a R18 program, it will not give you the "Create Local file" option until the model us upgraded, and resaved as a Central Model.

Big R in left hand corner > Options > File Locations > path for local files.  All of our users have this problem when the software is updated because the default file location is for our corporate software license manager.
