Couldn't rotate after load to family

I am crating a set of family, when i load a bushing family and want to rotate to fit the union inlet, it shown couldn't rotate to this position. Why? And how to fix it, thanks.

edit your bushing family, check in the properties if there is always vertical and untick it?

Revit family you created is a  work plane based model you can't rotate that family? you need to create a family in a generic model based. thanks

ok. just used your family and can be rotated just set your workplane first before dragging your family?
