Can global parameters be transferred to another project?

I haven't, yet. I started by looking in the help. By asking here, I'm hoping not to bootstrap, which is how I've learned everything I know in Revit.
Yes, use Transfer Project Standards.

Transfer Project Standards is not specifically related to global parameters, it is the go-to for copying just about anything (a few exceptions) from one project to another or to/from a template file.
If you ever think "How could I copy "x" from file A to file B?" or "How can I update my file to reflect recent changes to my template?" then the answer is probably Transfer Project Standards.
Use it with care though because it might overwrite settings that you don't want to change:-
It really hurts when you realise you've transferred all of the settings from a linked architect's file instead of your template file and you've overwritten everything.
That would hurt. I would hope to see a hyperlink to the Transfer page in the "related" part of the Global Parameters page. Thanks for the expanded response and heads-up!.
One drawback is that it transfers EVERYTHING from that category, which can clutter up the project you transfer to.
If I only want to transfer selected items of a category, I transfer into an empty project. There I purge all the unneeded items in that category, and transfer from there into the final project.
It would be nice if you could select which items exactly to transfer instead of all or nothing.
