3D View Types - View Templates Not Working

Our team is trying to setup 3D view types using view templates. We have no issue creating the 3D view types, the view templates and adding that view template to the view type. The issue is that when you change the view type. Nothing happens. The view template applied to that view type does nothing to the view. Any ideas what may be going on here?

That feature is for new views created with that type. Existing views will need the template assigned manually.

If the template to not affect the view, you can double check there setting and make sure it all included
