Local: Overwrite or Append Timestamp?

The new 2019.1 Home page is a huge step forward!

I'd like to see (at least) one more tweak to it:

It still prompts you to Append a Timestamp or Overwrite your Local File

Every. Single. Time.

I doubt that there are many people who ponder every time they create a new Local: "Hmm. Which one should I do?"

I'll wager that nearly everyone makes the same choice every time.

I'd like to see that dialog either get a "Do not Show again" checkbox, or perhaps move that choice to the Options dialog.
