Change structural load parameters from instance to type

It makes more sense for the structural loading parameters to be associated with the type rather than the instance.

It is often required to place multiple versions of the same load definitions:

MEWP wheel

Area loads from Eurocode 1 (based on usage of area)

In fact every load applied has a name associated with it in terms of where the loading information came from.

e.g.

This is an Area Load Type named 'Plant' it has a value of 7.5 kN/m2

This is a point Loat Type named 'Forklift Wheel' it has a Fz value of 52 kN.

Define the load values on the type would allow these often-repeated values and others to be predefined in an organisations project template.
