The version of two Revit file are same also 2020

A same family is adjustable in an new project but not in old one

How can i make the family adjustable in the old project?

because one view is plan the other is 3D ;). You can change it in plan view but not in 3D

If you edit the Family and replace the Ref. Planes with Ref. Lines, you'll have shape handles in 3D views as well.
