How will it be oriented? If the screen will be parallel to the ceiling, there is no need to make a special TV family to mount it on the ceiling. Think of the TV alone in real life, leaving where it will go out of your thought for this thought experiment. How will you attach the TV to its host? I'm guessing you will attach it via a mounting device on its back. That would be the same if you place it on a wall or on a ceiling. Both are examples of "faces". As such (discussing Revit once more), you can simply make a face-based TV family, and as long as you can see the ceiling in your view (using a reflected ceiling plan or a 3D view most likely), you will be able to place the TV on the ceiling.
If the screen will be perpendicular or at a steep angle to the ceiling, you could make a top-mount piece to give it a more realistic appearance. I advise you make a separate family of the top-mount device, then nest it into the regular TV family, and give it a Yes/No parameter so you can easily make it visible or invisible in the project environment.
