What is the best method to create a curved Lilly pad-like shading family?

Hello Revit community, I need your help!

I would like to create a shading family that sprouts from the ground in a flower-like form. It would have a stem that supports the top, which is gonna be like a curved Lilly pad with different sizes. I would also like to able to control the heights of these elements through the use of reference lines and family parameters.

I have linked a few photos for reference, I need the family to look exactly like the shading in the pictures.

Revit offers a lot of different choices to do model families, what is the most efficient and functional way to start this task?

Easiest way is create a form and then set it as planting so it will scale. See attached
