Wall Joins are not working in Revit

I have a wall that in plan cuts through the core element of another wall. From a priority point of view, this should not be happening.  I have core elements cutting core elements.

 

I'm looking at this wall in section and from what I can see is that this wall might be snapping to the top or bottom wall above  or below it. 

 

I delete these just to see if the problem persists. 

It does.

I know this gets asked a lot, is there a disjoin all button? (Though, if I think about it, this wouldn't really solve the problem )

Wall JOIN options not working.

And even if it one option was appropriate, is WJ supposed to allow walls that should not be possible due to their priority? 

 

How do I stop this from happening?

Maybe the assembly order in structure wall this order help me a lot and I use in a few cases WJ tool
