Is there a way to use the stair tread/riser label under the annotate tab on a staircase that's been created using the sketch option?
Check to see if the Category is turned on under the View's Visibility/Graphic Overrides (under Annotations Categories).
...it's probably already got the Tread Risers label. You just can't see it because the Category is off.
Apparently, you can only use that tool with a stair by component vs. by sketch per another discussion I found on this topic. I should have put that in my original post. It works when I create a stair by component, but not by sketch. Autodesk will hopefully improve this in future releases of Revit.

What version are you on? I can use that tool on component and sketch-based stairs no problem.

Funny. They did improve it. But not by adding the functionality, but by removing direct stair by sketch method. If you convert a component to sketch, you use that Tread tool on it.
Tread Number tool only works when the stair is created with Stair by Component tool. It does not matter if you use actual components or using sketches inside the editing mode.
The tool does not work when the stair is created with Stair by Sketch tool.
Till Revit 2017 tread/riser labelling not possible for Sketch mode.
But in Revit 2018, 2019 its possible..
I'm currently using 2018 and when I create a stair by sketch in that version, it works. I am working in a file that was created in 2017 and updated to 2018. Thank you guys for your comments and help on this.
