View Template Changing Scale Itself

I am having an issue at work where the view template seems to be changing the scale on its own. 

We have it set to 1:50, but once we save and synchronize with central it (not all the time) changes the scale to 1:100. We can change it back to 1:50 but it keeps switching back to 1:100 when it wants. 

 

I am wondering if there is a bug or if anyone else is having this sort of issue. 

Note that it seems to happen to our elevations only... and we are using Revit 2018.3

I assume the View Scale box in the View Template is already ticked. Duplicate the View Template to a new one, delete the old template and Revit will prompt you to assign a new template to a list of views, choose the new View Template you have just created. See if it still happens.
