Two people working on the same file without cloud sharing

Hello,

We are trying to figure out how to have two people working at two different locations work on the same file, not necessarily at the same time. Everything we've tried (dropbox, email the file...) asks one of us to log in with a different user. 

What's the best way to do this? 

Can we create a central file and save locally until we meet (which we usually do once a week)? Will it then save to the central file and incorporate each one collaboration? 
This is a small project and the cost of collaborating through the cloud is too high for the scope.

Having two people work on local files for extended periods can be problematic unless extreme precautions are laid out and adhered to. Consider checking out worksets if you need to resort to this workflow.

The easiest way to do this would be to divide and conquer. Split the project and merge them when done.

Another option would be to set-up a dedicated computer that one of you could remote desktop into and access a central model.
