is there a way to create a schedule that allows things like scope of work or basically I want to create a Text Schedule that I can add text

You can create a Key Schedule of an unused category for this task.  The downside is that it is quite difficult to edit a long paragraph because a schedule cell cannot wrap when edit.

What's wrong with just using text notes?  If you are on Revit 2017, there are some text improvements worth being considered.

As an alternative to the Key Schedule mentioned above, you can create a Note Block/Annotation schedule. This might work depending on the situation.
