I'm glad you found a workable way to model the rebar by creating two separate sets, one for the sloped part and one for the flat part. Without seeing an image of what you are doing, or the model itself, it's hard to comment in detail (I may be envisioning something different from what you are doing!) but if it works and the rebar design is what you expect it to be, I don't see a down side. Maybe other structural designers out there might have some additional comments; I'm not a structural designer so if someone sees a problem with this approach please let us know!
I don't know what version of Revit you are using, but I looked for a few other resources for you that might be helpful, and found this video on Rebar Constraints Improvements for Revit 2016.

In response to your other question about adding reinforcement to a precast beam, in which you are unable to select the beam to apply reinforcing to it, please see About Reinforcement, which may help you determine why you're unable to select the beam (it may not be a valid host as described in the article).
