Text in Design Options

is there a way to have text display ONLY in the design option in which it was created?

Text are view-specific, and won't change based on your design option.

 

What you need to do is have different views for each option (use parameter Visible in Option for this), and insert your texts separately in each of those views.

I think it's worth mentioning... any annotation added that is specific to an option's elements (dimensions, tags) will disappear, in views assigned to Primary, when the option they are related to is no longer the Primary option. As such annotation that is explaining differences in options for comparison should only be applied to views assigned specifically to one of the options instead of the Primary Option. This way you won't lose annotation if you decide to change which option "has won", become the primary option. That's assuming the purpose of the design options is to offer different solutions to a problem and one of them will be the winner.
