Tag Linked Files

I have a site Plan with 10 linking Revit file, I need to Tag each link with the Building Name , Zone Number and the Building Code

Can I insert the data at the Project information at the single building file and Tag it at the Site file ?

Tags don't see a linked file as a single element, they look at the elements the link contains. You could place a family of some category like Massing or Generic Model that contains the project information and then tag that element in the view.
