Simple Measure

I am editing a stair in plan, I want to change the dimension of this stair's width to exactly 3' 6", but I only want the top of the stair( in plan) to shift down.  How do I do this by entering the number and not playing with the arrows? 

 

If I enter 3'6" in the dim, it will squish from both the top and bottom of the stair (in plan view). I then have to readjust the location of my stair, usually by placing a model line and aligning but I would like to avoid this. Is there a way of locking one side of the stair?

Convert it to a Sketch-Based Stair and modify the Boundary.  

 

...com't you get there by dragging the grips/shape handles?

Try with a reference plane. usually, a temporary dimension will work.
